Industry questions
What is an IDIQ contract?
In U.S. federal procurement, an indefinite-delivery, indefinite-quantity contract sets limits and terms for future orders. The government commits to a stated minimum; individual orders specify the work it needs.
Is a defense contract ceiling guaranteed revenue?
For a U.S. indefinite-quantity contract, the ceiling is the upper purchasing limit. The stated minimum is the government’s commitment. Orders and funding records show how much of the capacity has been used.
What is the difference between an obligation and an outlay?
In U.S. federal spending, an obligation is a commitment to pay. An outlay records payment. The figures answer different questions about the same spending and should not be added together.
What does an option year mean in a defense contract?
A U.S. federal contract option gives the government a contractual choice to extend performance or buy additional work on specified terms. A potential option year is different from a year the government has exercised.
What is a task order versus a delivery order?
In U.S. federal procurement a task order orders services under an existing contract; a delivery order orders supplies. Both are distinct from the contract that permits the orders.
How does a modification change a defense contract’s value?
A modification changes an existing contract. Report the amount of the change separately from the revised total; a modification can also change timing or scope without adding funds.
Is a U.S. foreign military sale notification a signed deal?
A congressional notification describes a possible foreign military sale and its estimated value. It does not by itself establish a signed agreement, a contractor award or a delivery.
What is a framework agreement versus a call-off?
A UK framework sets the terms and procedure for later purchases. A call-off is a specific contract awarded under it. The two records describe different purchasing decisions.
How does a request for information differ from an RFP?
In U.S. federal procurement, an RFI gathers market information. A request for proposals invites offers against stated requirements. Responding to the RFI does not establish a bid or an award.
What does initial operational capability mean?
Initial operational capability marks a service’s determination that a specified unit or system can perform defined missions. The service’s criteria determine exactly what that declaration covers.
