Is a U.S. foreign military sale notification a signed deal?

A congressional notification describes a possible foreign military sale and its estimated value. It does not by itself establish a signed agreement, a contractor award or a delivery.

Read the quantity at the correct stage

In notification 24-39, DSCA described a proposed increase to a previously implemented mortar-cartridge case. Its $61.1 million estimate covered the combined proposed package, including support. Treating that figure as a new signed order would misstate both the stage and what the total included.

What confirms a later milestone?

Look for an accepted agreement, a separate procurement award or a delivery record, depending on the claim. DSCA’s projected delivery start is a forecast; it cannot confirm when equipment actually arrived.
